This could be as easy as enforcing existing drug laws regarding possession and then offer the ability to drop charges if they go to rehab. 

I can't say what former laws might have been subverted in Kensington, but almost certainly at some point there were public intoxication laws. Even the man that walked away would likely be charged with public intox in the past, but could be offed the alternative of private detox. 

The building where free needles are being given out in the area might suggest this was an experiment. It so, it failed. Not all drugs are the same. Even Marijuana makes some people very fat from constantly having the munchies (the reason I stopped) and obesity is the number one killer. But that pales in comparison to this. 

Forget the Mayor though, where is Governor Shapiro with all this? I mean, he was hiding out waiting for Kamala to pick him, but maybe now he can get to work.
